The snow is literally 'frozen' by the fast shutter speed.

In conjunction with a tripod, slow shutter speeds can turn waterfalls into mist, while keeping the
rocks and trees sharp.

Long exposures can record sequential fireworks exploding on one frame.

Panning is when you follow a moving object across your field and press the shutter while in
motion. The effect freezes the moving object but blurs the background/foreground. You must use
a slow shutter speed for the desired effect, while different shutter speeds produce different effects
of motion.
