Session 8 is Duncan, representative for Scottish Natural Heritage. Scottish Natural Heritage was the Scottish Executive's environmental representative during the development of the original mountain railway and agreed to its creation with a number of caveats. The key proviso was that there would be a strictly defined Visitor Plan, which decreed that after the official end of the skiing season no one would be allowed out of the terminal building at the top of the mountain. This proviso was put in place to prevent environmental damage. However, Duncan now feels enough is enough. SNH were reluctant to accept the original mountain railway but did so with a number of conditions. They don't now want to encourage ever greater numbers onto the mountain as they are very aware of its fragility. So, Duncan will be opposing the development of an extension to the mountain railway.
