The
structure plan for an area takes a long term view of development,
considering its general scale and broadly where it should be located.
Structure plans are either prepared by a single council or neighbouring
councils working together. After public consultation has taken place,
the council submits the structure plan to the Scottish Executive for
approval.
Local
plans are for smaller areas and they set out more detailed proposals
and policies to help guide development. The local plan policies
must be in line with those in the approved structure plan. After
public consultation, councils will adopt their local plan which
will then be used as the basis for decision making in the area.

Local
plans must be in line with structure plan, both will be used as
a basis for decision making in the area e.g. the building of new
hotels.
