How
does the planning system work? Well, planning is about the future
development and use of land, so decisions are usually best taken at
local level. This means planning is carried out by the local council
- such as my council - Highland Council.
Here
at Highland Council, we have three main planning duties. These are
preparing development plans, deciding on applications for planning
permission and taking action against development that hasn't been
approved.
The
development plan is made up of two parts - the Structure plan and
the Local plan. They show how much development may take place, where
it will take place and where it is unlikely to be allowed. These
development plans are the basis for decisions on planning applications.
These plans contain policies for the future development and use
of land in an area.

new developments like the funicular the planner must consider everybody's
point of view.
